Description of the Assignment:
This assignment aims to support the preparation of the Bishkek Low-carbon Municipal Building Upgrading Pilot Project, within the framework of the United Nations Environment Programme (UNEP) project “Nature-based Solutions for Building Resilience to COVID-19 and Urban Air Pollution in the Western Balkans and Central Asia”. The project will renovate 5 schools and 1 preschool in Bishkek, including building envelope insulation, LED lighting, building energy management systems, and heat pumps.
The assignment aims to facilitate the finalization of the project preparation, including ensuring community engagement and integration of feedback from this engagement into the project design. It will also involve collecting concerns and suggestions related to implementation and propose adjustments to the project design and implementation plan while ensuring technical feasibility and effectiveness, and implementation effectiveness. The expert may also engage with the government and ADB stakeholders and consultants.
Scope of Work
The expert will focus on school community engagement. The work will consist in engaging school management and municipal authorities to ensure smooth planning and project implementation. It will also involve collecting concerns and suggestions related to implementation and propose adjustments to the project design and implementation plan while ensuring technical feasibility and effectiveness, and implementation effectiveness. The expert may also engage with the government and ADB stakeholders and consultants.
The tasks include:
- Consult with school and preschool management, and wider school and preschool communities (e.g., teachers, technical staff, and parents) to explain the project design and collect feedback on it.
- Revise the technical specifications for the building renovations, based on the feasibility study and community feedback.
- Coordinate with relevant government authorities and agencies to ensure smooth project planning, timely approval process on the government’s side, and the securing of all required authorizations, such as architectural and urban planning report (AGZ) and topographic assessments.
Qualification Requirements:
The organization must employ at least one specialist with the following:
- Masters’ in physical sciences or engineering degree, preferably with specialities in renewable energy, heating, or air conditioning;
- accreditation for building energy certification in the Kyrgyz Republic;
- 10 years of professional experience in energy efficiency and renewable energy, involving designing building energy efficiency projects supported by international organizations, coordinating with municipal and government authorities and agencies, and organizing stakeholder consultations;
- Good knowledge of energy and building-related legislation, international standards, and institutional arrangements in the Kyrgyz Republic; and
- Good command of English, Russian, and Kyrgyz languages.
