Within the framework of the UNEP project “Nature-based solutions for enhanced resilience to COVID-19 and urban air pollution in the Western Balkans and Central Asia,” the Public Association “MoveGreen” announces a call for applications for the position of Environmental and Social Safeguards Expert to support the preparation of the Bishkek Low-carbon Municipal Building Upgrading Pilot Project , which includes renovation of five schools and one preschool. The main focus of the assignment will be on community engagement and addressing social issues.

The objective of the assignment is to contribute to the completion of project preparation, including ensuring community participation and resolving any potential social safeguards issues that may arise during the project preparation and early implementation stages.

Scope of Work

The expert will focus on community engagement around one of the pilot schools, where certain organizational issues related to the use of school premises are present. The work will require active involvement of the school community and coordination with municipal and governmental authorities to ensure minimal disruption to ongoing school activities during construction.

Detailed Tasks

  • Conduct consultations with school management and the broader school community (e.g., teachers, technical staff, and parents) to explain the project design and gather feedback.
  • Identify and articulate any potential comments or suggestions related to the project in the context of the existing feasibility study.
  • Coordinate with relevant municipal authorities (e.g., the The Municipal Property Management Department of the Bishkek City Hall) to ensure that necessary social safeguards measures are implemented and that the project progresses smoothly.

Minimum qualifications include:

  • Individuals or sole proprietors may apply.
  • Master’s degree in social sciences or law.
  • At least 2 years of professional experience in the field of social safeguards, including support for project preparation funded by international organizations, and coordination with municipal and governmental agencies.
  • Experience in projects involving building renovations is preferred, particularly in educational institutions such as preschools, schools, or universities.
  • Experience in organizing public consultations.
  • Strong command of English, Russian, and Kyrgyz languages.
